The Congreso de los Diputados, Spain’s House of Representatives, with its 350 elected officials, sits at the heart of the country’s democratic process. To support its growing digital demands, the Spanish Parliament initiated a major network overhaul aimed at modernising its wired and wireless infrastructure

As part of refurbishing an annex building, the Congreso de los Diputados needed new network equipment. Our key differentiator was proposing a strategic upgrade to the Wi-Fi controller, allowing reuse of existing Access Points and avoiding a full wireless system replacement

Axians Account Manager for the Spanish Parliament

With over 350 access points, more than 132 switches, and two central wireless controllers, Axians deployed an extra 31 switches (5420M model) throughout the historic chambers and offices, marking one of the most comprehensive technology refreshes the Parliament has undertaken.

At the Congreso’s access layer, Axians also added 66 access points (AP410Cmodel) to the already deployed 120 units from the 450 switch series , with 21 distribution-layer devices from the 690 series supporting traffic aggregation. At the core, high-capacity 870-series switches formed the backbone, now capable of delivering high-speed 10G and 40G connectivity.

Our objective was not to replace the existing system, but to enhance it with modern switches to improve throughput and overall efficiency”

To ensure zero disruption during implementation, Axians adopted a phased, highly coordinated approach in collaboration with the Parliament’s internal IT department. From equipment reception and lab configuration to on-site deployment and testing, every stage was meticulously planned.

Upgrading the entire network without disrupting services was critical because the Spanish Parliament depends on continuous connectivity. Journalists need to file stories during press conferences while deputies and staff require secure, reliable connections to perform their daily work.”

Business Unit Manager at Axians Barcelona

To ensure a seamless transition, Direct collaboration with the Parliament’s IT department was essential to the project’s success, ensuring timely execution and accuracy throughout the deployment.

End to end, the project took around six months. That included time to receive the equipment, configure everything at our premises, and plan the transition meticulously to avoid any service interruptions.”

Carles Toronjo

The upgrade significantly enhances network performance across the Parliament. The new Wi-Fi controller integrates seamlessly with the Parliament’s existing equipment and brings Wi-Fi 6 capabilities to the refurbished annex, delivering enhanced performance and scalability without compromising previous investments.

High-density wireless coverage now ensures that members of Parliament, staff, journalists, and visitors remain connected throughout the building. With this deployment, the infrastructure is also more scalable and secure, capable of adapting future technology needs, support more users and minimize the risk of cyber incidents through tightly managed access and central control.

The client could have bought this equipment from any provider. What made the difference was our ability to deliver reliable, agile service with deep expertise. That’s what earned us their trust.

Carles Toronjo

The Spanish Parliament now has a digital infrastructure that not only meets current demands but is also prepared for the future. It stands as a prime example of how even the most tradition-bound institutions can adopt modern, forward-thinking solutions, setting a new standard for digital governance in Europe.
